Preheat oven to 450-degrees. Cut potatoes into ¼-inch julienne strips. Rinse well and pat dry.
Transfer potatoes to a large bowl. Drizzle with oil and sprinkle with salt, pepper and garlic powder; toss to coat. Arrange in a single layer on two 15 x 10 x 1 inch baking pans coated with cooking spray.
Bake 25-30 minutes, or until lightly browned, turning once. Sprinkle with freshly chopped chives and serve immediately.
